Ok, Al Capone it is then... I guess the clue will either be "gangster" in general, or a mobster in particular.

Now, for English gangster movies I immediately think of Guy Ritchie, but none of the guys in his movies wear a bowler hat... The character of Brad Pitt sometimes wears a hat in
Snatch, but that ain't no bowler hat...

celli is hoping pumpkinhead will be impeached...

The guy in Clockwork Orange, Alex de Large, wore a bowler hat and he wasn't all too nice and cuddly. And it was an English movie (I think). At least it played in Britain.
I think that's it...Clockwork Orange.
Actually I hope I'm wrong because I wouldn't know how to make a pictionary.

No sound on the PC I'm on at the moment so I cannot see/hear that, but I'll take your word for it !

Based on titles like "an American in Paris" etc., I would think it is something like "An American gangster in the UK", but I cannot find anything like that yet....

edit: how about "A Very British Gangster" by Donal MacIntyre?

It's the Union flag - the English flag is white with a red cross
