Now, for English gangster movies I immediately think of Guy Ritchie, but none of the guys in his movies wear a bowler hat... The character of Brad Pitt sometimes wears a hat in Snatch, but that ain't no bowler hat...
The guy in Clockwork Orange, Alex de Large, wore a bowler hat and he wasn't all too nice and cuddly. And it was an English movie (I think). At least it played in Britain.
