And I will try to explain what happened (as you have already pointed in your answer!).
I thought of that film that in Spanish is named "¿Teléfono rojo?, volamos hacia Moscú " (Red Telephone? We fly to Moscow" ). In English "red telephone" doesn´t appear in title but it is present in the whole film as both presidents from USA and URSS must be in contact.
My mistake it´s that I thought that it was also mostly known in English as red telephone instead of "HOTLINE" (which in Spanish, by the way, has a PG-18+ meaning ).
So I thought that a "Dr. Love" next to a red phone would be enough (Hel, the syringe was to remark he IS a doctor LOL!).
But as I saw your posts I started thinking something had to be wrong (as I believe is a quite known film), so I checked "red telephone" in wiki
In fact, the telephone appears in the poster:
I have to say it´s one of the most hilarious films I´ve seen ever!
EDIT: I just remembered one of the scenes where Peter Sellers in one of the various roles he plays in the movie tries to control his right arm

Bomb/syringe: yeah, I realized that after I posted . I think in my mind, we had already decided that either a nurse or a doctor was involved, and the image of the pilot sitting on the bomb is what I remember most, so I probably decided there had to be a bomb in the picture ! Besides, the syringe was one of the things I had been looking at to see if that could be a cause for confusion between English and Spanish (in Dutch, 'needle' would be a good alternative). And speaking of Dutch, we use the actual English word 'hotline', but I always imagine it as a red telephone .

I'm a bit surprised.... there are basically two things to identify in the image and you've got one of them already....together, the Google gives me a result within the first 10-20 hits or so (though I'm not sure how much past history Google factors in when displaying results?).
Anyway, there are no cabs to be arrested, oxen to be called nor even farts to be brayed in this one, as the name is not directly given in the image.
Somehow reminds me of "6 days of the Condor" but I take it that's not seen as a work of art
I can't imagine why someone would make a picture of just a bird It could be wonderful, but I can't say any painting comes to mind. Unless "the rape of Ganymede" (I never knew "roof" could be translated that way ) by Rembrandt - but there's no baby in this picture...
