The creator made it because he thought that riddles like Notpron were too hard.

I want to say the book title is "To Catch a Spy" - but there more than one of the same title. I don't know which one to pick without checking them for, maybe, references to the Big Ben Clock Tower - or London?
I do know Mad Magazine's Spy vs. Spy guy when I see him!
And the other guy with the net is from a cartoon by Ellis Nadler, but don't know what reference there might be for it.
The last image on the bottom right looks irritatingly familiar, is it from a flash game we played early this year, maybe?

I'm tempted to give it to you, never realized there were that many titles about catching a spy !
You are right though, Big Ben is a reference to London. As an extra clue: the booktitle is a single word. The book itself caused quite an uproar when first published.
You have gotten some bonus points already however: MAD's Spy of course and even Ellis Nadler (that was unintended: I just 'stole' an image of a guy with a butterflynet, but the artist's name wasn't given and I didn't recognize it, allthough it seemed a familiar style ).
As for the image of the grass: also look at the building next to the Tower, and try to think about what you were doing this weekend...!

Since you have all the ingredients for the title already, it's difficult to giv another clue, but perhaps it will help if I tell you that the book was originally banned in the UK (allthough available everywhere else)?
This is what I found on one word title books that are banned in the UK:
