The creator made it because he thought that riddles like Notpron were too hard.

I was waiting for a good letter! They are saying that anyone under the age of 12 and under 4'6" has to wear a booster seat in the car!! and that cyclists should ride in the middle of the lane rather than the outside!!
Actually, in Holland the bicyclists commute in the middle of the highway lanes. In thie middle, you don't get slammed by someone getting out of an auto.
Before I got a minivan, I had to sit on a pillow on top of my seat in order to see over the steering wheel, so that's kinda like a booster seat. The minivan has a changeable height for the driver seat.
