I've been thinking of Tavurvur (also called Matupi) near Rabaul, on the island of New Britain, PNG.

My only problem is that I can't find your image ... but the one's I 've found have a very similar shape of volcanic cone...

It's Manam an inhabited island located in the Bismarck Sea across from the northeast coast of mainland Papua New Guinea.

What Wikipedia says about Vaasa.
As you might have guessed (or remembered), I live in Vaasa. That's why the location.
The statue is in the city center, it was uncovered July 9th. 1938 (~20 years after the civil war). It was designed by Akseli Gallen-Kallela.
