It doesn't carry water, it's deflated and packed until you fill it with water (that means you must find a spring, or river, or hydrant, I guess)
Then you drink the clear water you found, and pee wherever you can (if you're in the middle of a forest using a bag is quite stupid, isn't it? and if you're in a city... well, it depends on the local regulations, but people usually don't do these things in the middle of the street....)
What's left? Mmmmm.... If my ex-husband had owned one of those I wouldn't have minded so much that he left to spend "some days in the wild, living a exciting experience with his peers"
Isn't it the most useful thing in the world??? You just have to carry the bag, some soap, find water, fill it, seal it, expel the air, spend a good time rubbing the clothes, rinse them manually, find a place to dry them... and your clothes will be clean in no time, and effortlessly
(well, not as clean as if you wash them the traditional, usual way, but.... isn't it cool? )
