Your man is in Madrid, Nuevos Ministerios (Ministry of Work and some other Ministries I can't remember right now). I don't remember who he is, and I can't identify his face, either.... I'm going to google a bit.

Some more image googling and I feel a bit better, I was able to identify him in most of the photos (so the statue doesn't look like him, and I'm not so ignorant after all... )

@ Bruja - Thank you for identifying this statue and the story behind the man. The "person" at the foot of the picture is a doll dressed in Air Canada uniform. It is still a mystery to me why Google and TinEye would not have anything about it...

.. and about the man, it was easy for me, it's in a place everybody in Madrid can identify, so I only had to google "New Ministries statue" (in Spanish, of course....)
