You should have found it already...
more hints: 1989 the land to built it was given as a present to the visiting royal by the local ruler. 1917 is also significant for this place.

It is not Africa and it is not Surinam (I have never been to Surinam!)

Hel, if that isn't it, it's a very clever imposter But I see nothing about 1917 or 1989 in the information I've found so far.

Edit: Oh, 1889 probably. But still no 1917.

nope, 1917 was indeed historically important:
