Before we go to the "Minister part"... what list are we talking about? If we count only the individual people (not taking into account how many times they were PM) there are only 22 of them... and there should be a "23:06", so this is not the right list
If we count the PMs (not taking into account how many of them were the same person) there are 28, so far so good, but then the 11th isn't Bennet (as you confirmed), but Meighen... so this is not the right list.
...That only leaves the option of finding the list that has more than 22 PMs, but leaving Bennet as the 11th one, and with a exception that changes the numbering... I've already visited several sites, but nobody talks about an exception in the order of the PMs

It's not a question of hard codes.... if that were the case Hel and me would probably have quit a long time ago (Bolaf can be really mean, you know... but don\'t tell him Attachment 79221).
The problem is the lack of hints.... if I had an idea about what to do with the string of letter I could work on the strings I already have (the previous ones and the new ones I've just made with the new numbers), and check which one is the right one.
As I said, I have several strings, depending on the different numbers the sites give the PMs, and depending on whether I took their full names or the abbreviated ones... but as I still don't understand the "take the Minister part" I can't go on.
Bolaf can make his own scripts and check lots of cipher methods at the same time.... I'm not so sophisticated, I use pencil and paper, so -unless someone comes with an idea about how to proceed- the only thing I can do is to wait patiently for someone to solve it :frown:

It guess it's still the wiki list, with the unfortunate modification that we have to count them ourselves, in stead of making use of the kindly provided numbers of the first column (as you have a 24:08 now, and there are only 22 different PMs) :)? Or can we use the #column - with Borden both 9th and 10th?

Regarding the hints, I tried to hint at PM, saying it wasn't "hours" but PM was the right track. It was written in time to indicate AM/PM, but the numbers didn't stand for hours and minutes. Rib was suppose to indicate PRIME rib, (PM stands for Prime Minister)

you sure? The original answer was in code, to be decrypted as SHE WAS THE ONLY ONE. *BUT I thought itd be too difficult (Borden was 9th and 10th ministry, so tech. the 9th prime minister, then Meighen would be 10th prime minister, even though its the 11th ministry.)

There was in fact a code for just the word 'happy', but I wanted to use something else but the telegraph flag all the time, so I used a merchant vessel name.
And "From Amsterdam" was actually an example given in the wiki article :biggrin:!

Make sure you have the right book. If you don't, then you wont find the answer. (There's no chapter 42. Decode the hint)

Then your 'hint' isn't a hint, but a key (thus part of the puzzle). :nod:
So the 1st step is to decipher the letters 'ksvlnsirt', and the 2nd step is using the hex code (on chapter 24). Right?
And the actual hint is in the intro? Something to do with the words 'beware', 'easy' or 'add'?

Interpreting the letters as a cryptogrammed book title, starting with 'The', gave interesting results (The Jihads, The Mohawk, The Schizo, The Sphinx, The Unholy), but none of them rang any bells nor made up real books either.

Pay close attention to the text. Some parts of it stands out. (lowercase names were deliberate)
1dMhfe leads to the right book. (Remember: it's a scanned book.)

To decode the hint: yes, keyboard. The hint tells you which part of the book to read.
