Well, turning is involved of course, because that's how it works (and yes, the men and names hinted to what "it" was ). But you always need some more info to use a Fleißner grille for en/decoding.

Splitting the numbers into quadrants, there seems to be a problem
46 63 22 364 the 2 can't be used twice in one quadrant.
So it could be 46 632 2364 or 46 6 32 2364 etc.

And, anyway, it wouldn't work... You have to choose different numbers from 1 to 9 on each quadrant. If you take -for instance- 628 for quadrant 1 and then 25 for quadrant 2, one letter will be read more than once and another letter won't appear at all in the final sentence...
So we must do something different with those numbers... Still thinking....

Nope, WWI and Germans were an extra clue to get from Anna, Berta etc to Fleißner grilles, specifically a 6x6 one (which happens to be the size on that site you found ). Use the numbers as the "key" for the grille (in a very simple way actually )
