Oh my, this is elusive! I had looked earlier in Abuja and didn't find anything. Is it there and hiding? Also, sounds a lot like Adolphus Opara's work, but I don't see anything like this in his portfolio.

I had started out thinking it was an installation and pursued that route, also thought of the possibility the people were alive or that it was a conceptual piece. Still trolling through google. Let me know if I got anywhere close with Abuja or Opara.
